Last Friday I attended all'interessantissima study day held in Lecce on " The digital administration between the present and future . "
Many distinguished speakers, impeccable organization (kudos to Mark Mancarella) and - non-discounted numerous public and interested. My speech was for the 'impact of new technologies on the relationship between public administration and citizens, important and delicate issue. Until a few years ago, in fact, the introduction of technology in Public Administration infotelematic responded only to the need to reduce costs and increase the efficiency of the bureaucracy. Consequently, the rules on the administration until digital written recently are PA-centric, written (shamelessly) to bring any advantage to the Administration, regardless of the impact on citizens and service users.
The lens has finally changed with the adoption of the Digital Administration Code ( Legislative Decree n. 82/2005 ) which has awarded several important digital rights to citizens (such as use computer technologies in communications with the PA ).
However, as known for varied reasons, the order of the Digital Administration Code has remained largely unrealized, and in 2005 the legislature is not systematically intervened in the matter. This means that the current rules refer to the Internet in 2005 and not tegnono account of technological or gained over the last four years of evolution or that Italian citizens make use of the Network. Full Web 2.0 to the laws of PA digital still refer to portals as a means of communication with the citizen, not surprising that Italy is among the last of the online services provided as Public Administration, one of the least of the digital world to read the data of the ' latest report World Economic Forum.

Faced with this situation, my idea of overcoming the 'impasse is that the lawyer must make a contribution with a sense of responsibility, conviction and commitment to creative than simply avoiding useless to fight rearguard battles. Unfortunately, lawyers are lazy and have shown limited, most often, to invoke the intervention of the legislature when it seemed premature. 2.0 The PA needs, in fact, though a few laws that are written by people who have a sufficiently clear idea of ​​the network and new technologies. The new laws, and those that are already there, should then be applied with common sense and intelligence.

  2. @ Luigi Our PA is baroque by definition :-)
    Anyway I pick your challenge ... we no longer talk of PA 2.0 or 3.0, we speak of a PA that is able to provide quality services seeking to improve the quality of life for its users (all of us citizens).
    I think that's the goal and not the "paperless administration" of which there is much talk :-)
