Last Wednesday I attended the Barcamp InnovatoriPA held the scope of the Forum PA 2009 . The event was a success in numbers and content, and we want to make publicly congratulate all the organizers and, in particular, Gianluigi Cogo who was the soul of Barcamp. The success of the event shows that the model of "barcamp" is by no means in crisis as it is widely said, if there is a strong theme and precise and if you leave room for conversations (rather than presentations in front) of the camp can become important opportunities to meet, debate and analysis.
So it was for the Barcamp InnovatoriPA, Room D of the hall 10 Fair of Rome has hosted discussions dense, interesting , competent and enthusiastic people who, unfortunately, I failed to follow as I wanted.
As I anticipated here , on this occasion we celebrated the first "Italian digital PA on Trial". It was a process with a lot of accusation (represented by me and Elio Guarnaccia ) and defense (represented by Flavia Marzano ) and witnesses ( Gallus GB ), a real class action ( here you find a detailed account).

Citizens and businesses, but also public officials and executives, have requested that the bankruptcy of public policies on digitization and the PA should be ordered to "step change". These are the "indictment":
1) the digitization of the PA is dictated by the need to reduce costs and improve the quality of life for its users;
2) there are no online services;
3) the time for the computerization of the PA (and those writing the rules) are too long compared to technological developments;
4) the laws of the PA trying to impose on digital technologies (such as digital signature and PEC) for which the market has already declared bankruptcy.
The defense was very tough (compliments to Flavia) defensive and colleges were built by the participants at the table who have all made a significant contribution in terms of competence and passion. The discussion was so interesting that it was not interrupted even when the lunch break and in the conclusion of the debate all the other campers have moved closer to hear the requests of the parties and reach a verdict.
At the conclusion of the trial was declared the failure of public policies on the digitization of the PA, is clear: there is a verdict against someone (not interested in identifying responsibility) but only the realization that many errors were committed and that BP digital is really a chimera. The sentence is having to step in adapting to the times change, technologies, and - above all - the expectations of citizens and businesses.
Given the enthusiasm of the participants have decided to write "from below" the identikit of the Public Administration Digital we want, putting together the expertise of lawyers, economists, engineers and communicators, writing a real roadmap to be presented in Rome PA 2.0 on the occasion of AED 2009 .
The site that will host this collaborative work is of course the network InnovatoriPA where you created a special team " to process digital PA "to all those who were there, but there were those who wanted to be there and those who want Pa that digital is no longer a pipe dream, I address the invitation to join us on InnovatoriPA and discuss with us, to make proposals, to have your say.

There was also a Civil Party who tried to stir up the discussion by recalling that the Laws of Innovation to direct a PA, digital or not, there are (CAD 2005, but also documentation of Administrative Decree 445 of 2000) and are constantly disregarded with specious excuses when drafting regulations. I find it wrong to make a general argument on the faults of the PA, the various bodies work differently though (also known complicit media campaigns) do you tend to lump everything. If we take, for example, Social Security, almost all the forms are online and through a PIN you can enjoy a range of services.
