As I wrote in a previous post , has been published in recent days, the Decree of the President of the Council of Ministers of 6 May 2009 which sets out the provisions for the issuance and use of the PEC box assigned to the citizens.

At the news was given great prominence , and the Government has already prepared a dossier dedicated to the initiative (available online at this address )

Judging by the number of visitors who have come on this site through search engines, many are now aware that the State has decided to offer a "PEC box" to any citizen who requests it. The problem is that expectations may be disappointed because the boxes are not yet required and will not be available for another few months, since it was launched the tender process for selecting the subject that will provide the citizens with PEC .

Meanwhile, on the Web are increasing criticism of the decision of the Government. Below, for those who want to learn , I point to a series of links to articles from some influential colleagues (and friends):

Not only the lawyers are highly critical of what has been called the PEC of State, the Association " Citizens of the Internet "has sent a letter to Minister Brunetta to ask that the decree should be revised on the PEC. Unfortunately, given that the Minister has already promised to distribute the PEC in the short term , it is unreasonable to expect a moment of remorse or afterthought of our legislature.

One wonders how history does not teach anything; surfing I occasionally came across this news out of 2005 in which he spoke of the PEC as a tool that would allow the PA to reduce expenses and increase the effectiveness of administrative action. After four years, instead of taking note of the failure of the PEC, will continue to invest substantial resources in an instrument that has not proven itself.
