Over the last ten years I worked in the public sector and innovation often on this blog I have written several times with the laws of 'e-government and digital government.
Seminars, lectures, articles, essays, advice they gave me to know the true state of digitization of the Italian PA, in spite of the bombastic proclamations that accompanied the cyclically suffered stages of 'e-gov nostrano.
On these issues I was confronted with colleagues, journalists, politicians, government employees and ordinary citizens, one of the most important data that emerges from this experience is that the rules of Digital are among the least known of the entire Italian legal system.
In Italy the 'e-government is the law for four years now, ever since, namely, the adoption of the Digital Administration Code (Legislative Decree no. 82/2005) which introduced some very interesting principles and rights (such as right to the use of technology in dealing with public bodies ) but it is, unfortunately, unknown and unapplied.

Often, when they are engaged in conferences or seminars, wonder how many of those present know the existence of the Road: generally, all those present raised their hands. Immediately after wonder how many of them know the existence of the Digital Administration Code: in this case, the hands that are raised are very few.

This is the biggest fault with the rules of digital PA, being ignored (guiltily) is the government, still too bound to the paper, both to citizens who do nothing to demand that their "digital rights" are made effective.

For this reason I decided to write a book, recently published for the types of Maggioli , entitled " The new Digital Public Administration ", a guide to the Digital Administration Code in light of more recent legislation that has introduced new requirements for bodies (in particular Law n. 69/2009 which I have already spoken here ).

The volume is cut deliberately informative, practical and concrete. Many are, in fact, the ponderous publications already written, my intention, however, is to provide the government, their suppliers and citizens a quick start guide (but complete) rules currently governing PA Digital.
Contrary to what many think, in fact, the laws not only provide the opportunity, but they impose an obligation on Public Offices to use the info-telematic technologies internally and in dealings with citizens and businesses. Eliminate waste in terms of time and resources, ensuring the widest participation in democratic processes of government, providing services in digital mode in the privacy of citizens: these are the objectives of the rules. The Departments are required to abide by adapting the technologically and organisationally in order to avoid litigation, liability and penalties.

The Guide is here to help the government in this process of adaptation but also a help to all those citizens who would like to understand their digital rights and the mechanisms to operate them.
