A month ago I was involved Normattiva.it , the portal created by the state P oligrafico State to host the free database of all applicable laws. In particular, I signaled the page legal notice that, as also supported by his friend Guido Scorza ( here and here ), can be taken as a symbol of the vicissitudes of the (non) innovation in our country.
At the time the site was online a few days (in beta), and should become operational by March 2010. Over the last few days are often returned to the site www.normattiva.it, but every time I tried to search I ever appeared on this screen, which shows that - contrary to what is written on the home page of the site - access is not yet possible for all citizens.
"A delay of a few days", "March is not over yet" some might say. In my opinion, however, the story is particularly serious for two reasons.
The first is that we live in Italy perennial pilot projects that are never fully implemented, very long time to scan documents and a few simple procedures. An example: in the U.S. the now famous Obama administration directive on 'Open Government stipulated that the government PROVE accessible online all your data within 45 days (yes, you read that right: only 45 days) in our country - in a time much greater - the central government has failed to make the database accessible to all current standards.
And anyway, when the Administration is unable to meet deadlines that had announced (March 2010), why not communicate on the same site as the reasons for the delay and the date when everything will be online? The feeling, which has many times in 'e-gov Italian, is that the user is treated not as a citizen who is entitled to have a certain service in certain times, but as a "digital subject" that must be satisfied with what the body - in his magnanimity - will have the goodness to make available, without having to answer (nor even respond) of problems and delays.
